Error when starting TaxCalc "The program can't start because api-ms-win-crt-runtime-I1-1-0.dll is missing"

Users with Windows 8.1 or Windows 7 may encounter the following error when starting TaxCalc after updating to the late 2017 version of the program.

The easiest and preferred way to resolve this problem is to run any and all Windows updates, until no more are showing (including any required or dependent updates). You can also run the updates manually if required, by going to the links listed below.

Windows 8.1

This error occurs on WIndows 8.1 when a required Windows update (KB2919355) is missing. This component is required in order to allow one of the (Microsoft) prerequisites for TaxCalc to function.

Windows 7 and other Operating Systems

The update  for the Universal C Runtime in Windows is required. The correct package can be downloaded from:
